In his essay, Inboden highlights the Report’s account of the Bush-Blair relationship. Inboden writes that “the report misses the deeper dimension of the relationship, in particular elements such as how much Bush relied on Blair as a strategic partner in trying to understand and conceptualize what appeared to them both to be an unprecedented threat environment in the post-9/11 world.”
